Legal uses of water reuse in Spain
Since the end of 2007, water reuse in Spain is included in our legal system in Royal Decree 1620/2007, of December 7 (RD1620 / 2007)
This law is where the uses that regenerated water can have are established, that is, wastewater that has been subjected to an additional purification treatment that allows its reuse in our country, as well as the express prohibition for other types of uses , for example, as drinking water.
Uses of reclaimed waters
The permitted uses are divided into five large fields and would be as detailed below:
- Agricultural uses
- Irrigation of crops with water application system that allows direct contact of wastewater with edible parts for fresh human food.
- Irrigation of products for human consumption with a water application system that does not prevent the direct contact of the water with the edible parts, but the consumption is not fresh but with a subsequent industrial treatment.
- Irrigation of pastures for consumption of animals producing milk or meat.
Aquaculture
- Localized irrigation of woody crops that prevents the contact of the regenerated water with the fruits consumed in human food.
- Irrigation of ornamental flower crops, nurseries, greenhouses without direct contact of wastewater with the productions.
- Irrigation of non-food industrial crops, nurseries, silage forages, cereals and oilseeds.
- Environmental uses
- Recharge of aquifers by percolation located across the land.
- Recharge of aquifers by direct injection.
- Irrigation of forests, green areas and other areas not accessible to the public.
Forestry
- Other environmental uses (maintenance of wetlands, minimum flows and the like).
- Recreational uses
- Irrigation of golf courses.
- Ponds, bodies of water and ornamental circulating flows, in which public access to water is impeded.
- Urban Uses
- a) Residential
- Irrigation of private gardens.
- Discharge of sanitary devices.
- b) Services
- Irrigation of urban green areas (parks, sports fields and the like).
- Street wash.• Fire systems.
- Industrial car wash.
- Industrial uses
- Process and cleaning waters except in the food industry.
- Other industrial uses.
- Process and cleaning waters for use in the food industry
- Cooling towers and evaporative condensers.
For its part, the uses of reclaimed water explicitly prohibited in Spain by RD 1620/2007 are the following:
- For human consumption, except for situations of disaster declaration.
- Uses of the food industry, except for the use of process and cleaning water in the food industry.
- Use in hospital facilities and other similar uses.
- Cultivation of filter mollusks in aquaculture.
- Recreational use of bath water.
- Use in cooling towers and evaporative condensers, except for exclusively industrial use in locations that are not located in urban areas, or near places with public or commercial activity.
- Uso en fuentes y láminas ornamentales en espacios públicos o interiores de edificios públicos.
- Any other use that the health or environmental authority considers a risk to people’s health or damage to the environment.
Currently, reused water is used mostly in our country for agricultural irrigation, followed by recreational and municipal uses and, more minority, for industrial uses.
Also noteworthy is the growing interest in its environmental use, for the improvement of other water sources, such as the recharge of aquifers, wetlands or improvement of the ecological flows of the rivers.
